You should expect to wait around 15 minutes for the shuttle bus to the Phoenix Rental Car Center. The shuttle bus line is located right across from baggage claim on the busy airport road. The line is relatively well organized with a “concierge” to help people queue up. If you have a lot of baggage – it can be a “fun” walk across the airport road to the bus stop.
